Sealed bids for the construction of a high-speed fiber optic broadband network in conjunction with the BARC Rural Economic Development via Broadband Project, consisting of approximately 9.76 miles of fiber, can be submitted to the Central Shenandoah Planning District Commission (CSPDC) at 112 MacTanly Pl, Staunton, VA 24401, until 3:00pm, local prevailing time on December 9, 2020, and then publicly opened and read aloud at the CSPDC office building.
Withdrawal of bids due to error shall be in accordance with Section 2.2-4330.B.1 of the Virginia Public Procurement Act. The bidder shall give notice in writing of their claim of right to withdraw their bid within two business days after the conclusion of the bid opening procedure and shall submit original work papers with such notice.
Contract is to be awarded on a unit price basis. The plans, specifications, and construction sheets together with all necessary forms and other documents are available digitally and may be obtained from Jeanette Knock with Vantage Point Solutions, at 605-995-1785 or Jeanette.Knock@Vantagepnt.com upon payment of $100.00 (per set).
Bids must be accompanied by a bid guarantee as specified in the Instructions for Bidders. An optional pre-bid conference will be held on November 18, 2020 at 10am (Local Time) at the BARC Electric office at 84 High St. Millboro, VA 24460.
Qualification of bidders will be required as detailed in the Instructions for Bidders. Details include: contracts on hand (amount of each contract and anticipated dates of completion), major equipment available for this contract, experience in construction similar to this project, credit available, and default on previous contracts or failure to complete any work awarded.
Bidders must be licensed as a Class A Contractor or registered as a Class B Contractor in the Commonwealth of Virginia. The bidder’s attention is directed to the Code of Virginia, Title 54.1, Chapter 11.
This is a federally assisted project. Bidders and contractors performing work under this advertisement are bound by the requirements of President's Executive Order 11246 as amended by Executive Order 11375 and 13672, and as supplemented by 41 CFR part 60; Title VI of the Civil Rights Act of 1964, as amended; Immigration Reform and Control Act of 1986; Davis-Bacon Act (see attached Wage Decision for more information); Copeland Anti-Kickback Act; and Contract Work Hours and Safety Standards Act.
